Why this law exists
22 May 2017.22 people.
On 22 May 2017 a bomb was detonated in the foyer of Manchester Arena as a concert ended. Twenty-two people were killed and hundreds more were injured. One of the twenty-two was Martyn Hett.
The public inquiry that followed found missed opportunities to prevent the attack, and a failure of joint working in the minutes after it — confusion about who was in charge, who had been told what, and where people should go.
